The 13th IEEE International Conference on Information and Communication Networks (ICICN 2025) was taken place in Beijing, China during August 08-11, 2025. 第十三届信息与通信网络国际会议（ICICN 2025）已于2025年8月8日至10日在中国北京举行。 本次会议由北京邮电大学、清华大学、北京大学、北京交通大学、IEEE Photonics Society、IEEE主办，北京邮电大学集成电路学院、信息光子学与光通信全国重点实验室承办，西北工业大学、澳门科技大学、南方科技大学、中国联通研究院、中国移动研究院等协办。汇聚信息、通信和网络科学研究人员及专业人士，群策群力，推动通信领域的研究纵深发展，加强业界和学术界之间的见解及创新交流，助推通信行业的蓬勃发展。
会议为期四天, 采用线下与线上相结合的方式，吸引了来自德国、菲律宾、澳大利亚、英国、中国等多个国家和地区的约140位专家学者齐聚一堂，共同研讨前沿科技与创新成果。

8月8日上午，IEEE（电气与电子工程协会）第十三届信息与通信网络国际会议（ICICN）在北京开幕。IEEE光子学会主席沈平教授及北京邮电大学副校长黄善国教授分别致开幕辞与欢迎辞。北京邮电大学集成电路学院执行院长张杰教授详细介绍了此次会议前期筹备及组织情况，大会开幕式由信息光子学与光通信全国重点实验室主任、北京邮电大学赵永利教授主持。国内外专家学者齐聚一堂，围绕信息、通信与网络技术的前沿理论、技术突破与产业应用展开深入研讨。
会议邀请了中央民族大学陈根祥教授，北京理工大学李良川教授，日本东北大学Nobuyuki Matsuda教授，中国移动通信集团有限公司刘光毅做主旨报告。除主旨报告外，会议设有5场31位特邀报告人，设置了8个线下分会场和2个线上分会场，以及1场海报展示等97篇学术报告，报告者围绕“光电材料、器件及应用”“卫星-地面一体化通信和网络”“阵列信号处理及其应用”“信息安全与人工智能”等多个信息与通信网络领域内的重要主题作深入交流和探讨，其中85篇论文收录到会议论文集。
与会学者交流内容丰富，具有前瞻性和启发性，充分展示了信息与通信网络的最新理论研究成果及其应用进展，会议期间与会学者围绕相关成果进行了广泛交流和深入讨论。本次大会的共产生2位优秀审稿人，1位优秀组织奖，3位青年科学家奖，2篇最佳学生论文，3篇最佳论文，8最佳口头报告人以及2名最佳海报。
